WebSo first I turned on proportional editing, then selected a vertex, then pressed g to enter move selection, THEN scrolled mouse wheel until the circle of influence became visible. It makes sense but it seems like one of those funny blender UI things that works logically but not necessarily intuitively. Hope this helps!
