I know nothing about the bootcat file and why deleting it should fix your problem but I suspect that you were looking for it on drive X: while in Repair Mode. This is the wrong drive - have a look on drives C:, D: or E:, A "Repair Installation" of Windows will leave your programs intact. A full re-installation will wipe the lot.
